New Courthouse Strengthens Kapisa Rule of Law | 1 year 27 weeks | A local cook grills kabobs in preparation for a feast for members of the Kapisa Provincial Reconstruction Team, local government officials and residents during the opening festivities of a new courthouse facility in Nijrab District here Nov. 13. The new facility consists of a justice center, residential quarters, generator room, jail facility, guard shack and restrooms. The courthouse project is intended to support the government of the Islamic Republic of Afghanistan by providing the people a legitimate alternative to the Taliban vigilante justice system. The mission of Kapisa PRT is to help facilitate the local and national governments of Afghanistan working together to help provide for the development and security needs of the Afghan people. Darrick Lee BAGRAM AIR FIELD, Afghanistan – A U.S. Air Force medic applied combat first aid to Soldiers when their vehicle was hit by an improvised explosive device in Kapisa province, Afghanistan, Sept. 22. Senior Airman Ashley Jackson, a medic with Kapisa Provincial Reconstruction Team, was riding in a mine-resistant, ambush-protected vehicle with U.S. Army Soldiers as part of a mounted combat patrol mission to inspect development projects in the province. The team had completed its mission near Shohki village, and was returning to Bagram when the MRAP was targeted. Jackson, who frequently conducts combat patrols to provide medical support to PRT members, remembers the incident vividly. "While driving on a dirt road, we were slowing down to drive over a concrete patch when the IED went off," said Jackson. "I remember getting jerked around the vehicle and the rear of the MRAP, where I was seated, filling with dust." After the blast, Jackson said her first memory was that of U.S. Army Sgt. David Conrad, the truck commander. Conrad was alerting the convoy over the radio, "We hit an IED!
